That is to say the integrated solar street light start working from 6pm, and from 6pm to 7pm the street light has only 30% light on; then from 7pm to 9pm, the light will be full brightness(100% light on);   From 9pm to 11pm, 50% light on; From 11am to 6am(the next day) 20% light on.
